The information in this document was developed through a collaboration between the U.S. EPA (Subsurface Protection and Remediation Division, National Risk Management Research Laboratory, Robert S. Kerr Environmental Research Center, Ada, Oklahoma [SPRD]) and the U.S. Air Force (U.S. Air Force Center for Environmental Excellence, Brooks Air Force Base, Texas [AFCEE]). EPA staff were primarily responsible for development of the conceptual framework for the approach presented in this document; staff of the U.S. Air Force and their contractors also provided substantive input.

This guidance document describes key principles and expectations, interspersed with “best practices” based on program experience, that should be consulted during the Superfund remedy selection process. These remedy selection “Rules of Thumb” are organized into three major policy areas: 1) risk assessment and risk management, 2) developing remedial alternatives, and 3) ground-water response actions. This Guide to Preparing Superfund Proposed Plans, Records of Decision, and Other Remedy Selection Decision Documents (also commonly referred to as the “ROD Guidance”) has been developed to accomplish the following: • Provide recommended formats and content for Superfund remedial action decision documents; • Clarify roles and responsibilities of the U.S. Environmental Protection Agency (EPA), Federal facilities, States, and Indian Tribes in developing and issuing decision documents; • Clarify roles and responsibilities of stakeholders in the remedy selection process; and • Explain how to address changes made to proposed and selected remedies.
